The secrecy had nothing to do with the government and legislature of Liberia because the legislature had authorised the President to do anything necessary to secure the country. The secrecy had to do with dealing with the international community. It was personal and once it was not coming out of a government account it could not be blocked, it was a personal account so it could not be blocked.
